Mukhyamantri Thaluwa Udyog Bikash Asoni, Local Artisans Financial Support Scheme

For the past 3 years, the Assam government has helped local talent and Grassroot Enterprises by supporting them through Mukhyamantri Thaluwa Udyog Bikash Asoni. Under this scheme, eligible Artisans will get a grant of up to Rs. 20,000 to buy tools and equipment. They will also get an infrastructure support of up to Rs 15 lakh, which will help them to strengthen the local industry, empowering communities to preserve the local and Heritage of Assam. In the last 3 years, 3,904 beneficiaries have received the benefit of this scheme.

Mukhyamantri Thaluwa Udyog Bikash Asoni

The state government distribute Rs 4.84 Crore to artisans to buy tools and equipment. Each Artisan receive 20 000 rupees under this Scheme. If any artisan needs the infrastructure grant, then an eligible person will get a grant of up to Rs 15 lakh under this scheme. This scheme is implemented by the direct rate of the Industries and Commerce Department of Assam. The target beneficiaries under the scheme are local artisans, micro and grassroot Enterprises, as well as local craftsmen.

Beneficiaries will receive the benefit of the scheme directly into their bank account through DBT. As we all know, local artisans and local Enterprises you need financial support for the equipment and setup. This scheme was introduced in 2020 at the time of COVID-19, when the grassroots artisans needed financial support during the lockdown. This scheme also came under the Assam chief minister welfare and Industrial Development initiative.

Objective of Mukhyamantri Thaluwa Udyog Bikash Asoni

• Under this scheme, the financial support will be given directly to grassroots artisans to buy tools, raw materials, and new equipment.
• The scheme will help to support the local industry, in which the government will provide 15 lakh rupees for infrastructure development.
• The scheme will also help to promote some traditional crafts and culture Heritage. In this, they are going to preserve bell metal work, weaving, japi making, and pottery.
• Under this scheme, small businesses will be revive which are affected by the pandemic.
• When a business is established, it will generate employment. A small business will give employment to 3 to 5 people. This scheme will help to generate self-employment.
• When artisans get financial support directly from the government, they will not be exploited by middlemen.
• It will also help in strengthening the rural economy of Assam and empower local talent.

Benefits of the Scheme

• Under the scheme, the government women will provide a financial support of 20 000 rupees to Artisans. This financial support will be provided to new tools and requirements, as well as Looms, Furnaces, or other products used in their work.
• Local enterprises get infrastructure support of up to 15 lakh rupees to strengthen the local industry unit. In this case, the working space, utilities, collective facilities and storage will be included.
• Grants provided under this scheme are not repayable, and you do not have to return them.
• All the funds will be given to the DBT mode.
• With this scheme, Artisans get government recognition and help expand their business to other states.
• The benefits of the skin also get market-linked support and will become a part of state-organised exhibitions and craft fairs.
• This scheme will also help to make community links with other Artisans.

Mukhyamantri Thaluwa Udyog Bikash Asoni Eligibility Criteria

• Only the permanent residents of Assam are eligible.
• Applicant must be an artisan, craftsperson, or micro-enterprise owner who is linked with any traditional or grassroots industry.
• Applicants should be well recognised in their work, such as Japi Making, Bell Metal Working, Bamboo Crafts, Cane Work, Weaving, Pottery, Silk Weaving or similar industry.
• In this scheme, priority will be given to the economically weaker sections, BPL families and schedule cost and other backward communities.
• If the applicant has already received any type of financial or infrastructural tool support from any other state in the same Financial year, then the person is not eligible.
• Applicants who have a valid Aadhaar card that is linked to a bank account are eligible for this scheme.
• For infrastructure brand applicants should have recognised a local industry unit that is registered with the District Industries Centre.

• Take the application form for this scheme and DIC Counter, or you can download it from industries.assam.gov.in.
• Fill this form with all the details like personal details, Occupation details, the type of grant or enterprise, the amount you need, and the type of grant or enterprisese of grant.
• After filling out the form, attach all the documents to this form. Submit your application form.
• Now, after the submission, your form goes to verification. An official will visit to verify your Trade activity, tool requirements, and workspace.
• When you verfication is complted adn you applciantion will be approved, then the amount will be disbursed to your bank account directly. The scheme processing time is 30 to 60 days.
